Countywide Action Plan (CAP)

The PA Department of Environmental Protection (DEP) is working with counties that contain waterways that drain to the Chesapeake Bay to develop Countywide Action Plans. These Plans outline how each County will meet the state's pollution and nutrient (nitrogen and phosphorus) reduction goals set forth by PA's Watershed Implementation Plan (WIP), which is related to the Chesapeake Bay Watershed. The Plans do not establish new regulatory requirements, but are a way for local partners to identify ways to improve water quality locally, which will help Pennsylvania meet its Chesapeake Bay goals.     

The Adams County Countywide Action Plan (CAP) focuses on four key areas:

  • Programmatic recommendations needed to achieve successful goal implementation
  • Reporting and tracking improvements
  • Achieving pollutant reductions
  • Research, education, and training initiatives
