Commissioner Mark Clowney was appointed to County Commissioner in 2026 to fill out the remaining term of Commissioner Qually, who resigned for a job at the State. He was born and raised in Adams County and graduated from Gettysburg High School and attended Kutztown University, where he studied Geography and Public Administration.

Mark began his career with the County of Adams in 1999 in the Farmland Preservation Department. He most recently served as Senior Rural Resource Planner in the Rural Resource Division of the Adams County Office of Planning and Development. Throughout his career, he worked closely with county departments, municipal officials, state agencies, agricultural organizations, businesses, and community leaders on initiatives supporting the county's agricultural heritage, economic development, and quality of life.

A significant part of Mark's professional work focused on farmland preservation. Through the county's preservation program and its partnership with the Land Conservancy of Adams County, more than 40,000 acres of farmland and open space have been permanently preserved. He also led agricultural economic studies examining the importance of Adams County's Fruit Belt and equine industries, which together represent more than $600 million in annual economic activity.

Mark has worked with municipalities throughout Adams County on agricultural planning, land preservation, and community development. He also collaborated with economic development and tourism partners to promote the county's agricultural industries and regional identity. In 2018, he established the county's drone program, using technology to assist county departments with project documentation, inspections, mapping, and other operational needs.

His decades of service have provided him with a broad understanding of county government and the importance of collaboration, responsible decision-making, and effective public services.

As a Commissioner, Mark is committed to serving all Adams County residents, promoting responsible stewardship of public resources, supporting agriculture and local economic development, and protecting the historic character, natural resources, and quality of life that make Adams County unique.

Commissioner Clowney is a third generation native of Adams County, growing up six miles south of Gettysburg on a dairy farm.  He and his wife Katy reside in New Oxford with their two sons.  He enjoys spending time with his family, watching his kids play sports, working on the farm, and endurance sports like swimming, biking, and running.
