Adams County Opioid Settlement Funds Grant Program

The Pennsylvania Opioid Misuse and Addiction Abatement Trust, established by Court Order on July 12, 2022, is a state-managed initiative designed to channel court-controlled funds from national opioid settlements to the states, political subdivisions and other entities recognized by the Court, to combat the national opioid crisis. In Pennsylvania, the Trust is governed by a 13-member Board of Trustees and is responsible for receiving, investing, and distributing settlement funds to the Commonwealth, counties, and local political subdivisions exclusively for opioid abatement efforts.
Settlement funds are distributed as follows:
- 15% to the Commonwealth of Pennsylvania
- 70% to counties across Pennsylvania
- 15% to litigating subdivisions (e.g., municipalities)
Adams County intends to use the settlement funds to support providers through an annual competitive grant program.
Adams County has convened an Adams County Opioid Settlement Advisory Committee as an advisory body to ensure funds are being utilized for eligible purposes.
Eligible applicants are encouraged to apply for funding beginning October 1, 2025. Links for the application and resource documents can be found on this page. Applications will be due to the Adams County Commissioners’ Office by close of business (4:30pm) on Wednesday, November 12, 2025.
